Foreign pharmacy graduates planning for 2027 have new English-testing options—but the implementation dates matter. On October 6, 2026, the National Association of Boards of Pharmacy (NABP) announced changes to the communication skills requirement for Foreign Pharmacy Graduate Examination Committee (FPGEC) certification: acceptance of TOEFL iBT MyBest Scores beginning in November 2026 and an Occupational English Test (OET) for Pharmacy alternative beginning January 11, 2027. The announcement addresses candidates seeking evaluation and acceptance for FPGEE administrations in 2027 and beyond. Read NABP’s October 6 announcement.
The practical priority is not simply choosing a test. It is matching the test date, score submission, and application cycle to the applicable requirements before spending money.
TOEFL MyBest: acceptance starts November 1, 2026
NABP’s announcement gives November as the start month; its Support Center specifies November 1, 2026. Starting that date, candidates may submit MyBest Scores to meet the English-testing acceptance requirement for the 2027 FPGEE administration. NABP says scores submitted before November 1 cannot be used as MyBest Scores. See NABP’s MyBest policy.
MyBest combines the highest section scores from valid TOEFL test dates within a rolling two-year period. This changes the earlier requirement to achieve the required performance in all four sections during one testing session. It does not mean candidates can disregard the applicable score requirements. Review score-combination eligibility; see the announced policy change.
Review existing results before booking another attempt
NABP provides an example in which a December 2026 application uses MyBest Scores from November 2025 and October 2026 TOEFL exams. It also says a candidate with a passing TOEFL score already under application review on November 2, 2026, does not need to submit a new score. Read the official candidate scenarios.
As a planning step, organize your existing reports by section score and test date. Compare them with the current Candidate Application Bulletin before deciding whether another attempt is necessary. If your submission falls near the transition date, ask NABP how the policy applies to your application rather than assuming an earlier submission will automatically be reconsidered.
OET for Pharmacy: the exam date determines eligibility
The OET option is specifically OET for Pharmacy. NABP will accept results only from exams taken on or after January 11, 2027. An earlier OET examination does not qualify merely because the candidate waits until January to submit the result. Check the test-date restriction.
NABP’s Support Center illustrates this distinction: an OET result obtained in December 2026 would not be accepted with a new application submitted January 25, 2027. OET Pharmacy results also cannot be used for the FPGEE 2026 application cycle. Read NABP’s OET transition examples.
OET does not replace TOEFL iBT. Once the alternative is implemented, candidates can choose either examination to fulfill the English proficiency requirement. NABP’s program page states that candidates need to complete only one of the two options. See the OET alternative policy; review the certification steps.
Minimum OET scores are still awaiting publication
The October 6 release says minimum OET scores will follow standard setting later in 2026. NABP’s Support Center provides a more specific publication target: passing scores will be determined and published by the end of November 2026. The reviewed guidance does not yet provide numerical OET minimums. See the standard-setting announcement; check the publication target.
Do not substitute another profession’s or regulator’s OET threshold for NABP’s pending requirements. Until the standards appear, treat any claimed FPGEC passing score as unverified. Avoid committing to a preparation package solely because someone promises a particular score will satisfy NABP.
A prepayment checklist for 2027 candidates
Identify your application cycle. Confirm that you are planning under the rules for 2027 rather than assuming the new options apply retroactively.
Check the exact dates. Keep the MyBest submission start and OET examination-date cutoff separate in your calendar.
Verify the testing location and format. NABP’s program page states that international test-site locations are not accepted by FPGEC. Confirm the applicable location requirements before booking travel or an examination. Review NABP’s testing guidance.
Read the current Bulletin. Check score requirements and reporting instructions; save the version you used when making your decision.
Budget for the whole plan. Compare preparation, testing, reporting, travel, and possible retesting costs—not just the advertised examination fee.
Keep English testing and pharmacy preparation coordinated
NABP requires a passing English proficiency result before acceptance to take the FPGEE. FPGEC certification also includes education and licensure review and a passing FPGEE result; certification itself is not a license to practice pharmacy. State-specific licensure requirements remain a separate consideration. See the full FPGEC pathway.
Use separate study blocks for English communication and pharmacy knowledge. Candidates organizing their pharmacy review can explore PharmacyExam.com’s FPGEE preparation resources, while using NABP—not preparation materials—as the authority for eligibility rules.
The safest next step is a requirements check before a purchase: review existing TOEFL results, confirm any proposed OET date, and revisit NABP’s guidance when the OET minimum scores are published.
